THE SITUATION
TLC’s building, located at 105 E. King St., Lancaster PA., is a hotel constructed in 1910 that requires complete rehabilitation to continue offering safe, private, temporary housing for families, veterans, and others facing homelessness.
TLC houses the Veterans’ Victory House (VVH), a dedicated program for veterans within its premises. Currently, there are 52 hotel-style rooms, each equipped with private bathrooms. Every household enjoys its own private room, allowing families with children and adult couples to stay together. This setup enables TLC to accommodate all types of households.
Since 1987, this building has served this purpose and has been a program of Tenfold since 2004.

THE PROJECT
Tenfold aims to commence construction on this significant project in the first half of 2025. The anticipated duration for the project is between 10 to 12 months.
Key priorities include:
- Enhancing accessibility,
- Removing the risk of exposure to outdated lead-based paint,
- Upgrading all the aging utility systems and plumbing fixtures,
- Fostering a more trauma-informed environment,
- Improving overall safety.
The plans involve:
- Adding a second stair tower,
- Replacing the small elevator that is over 90 years old with two larger ones,
- Ensuring street-level access with an indoor ramp for strollers and individuals with accessibility needs, among other features.
Once completed, TLC will offer 46 rooms, including some larger accommodations, and will expand its ADA accessible rooms from 2 to 6.

KEY ELEMENTS OF THE TLC PROGRAM
TLC generally accommodates approximately 200 individuals each year, which includes around 40 veterans and between 80 to 100 children. For numerous families, TLC represents the sole shelter where they can remain together. Operating 24/7/365, TLC is supported by the director of programs and two full-time case managers who deliver intensive supportive services aimed at empowering participants to overcome any housing challenges they encounter and to secure sustainable permanent housing as swiftly as possible for each family.
Each household creates its own personalized housing plan goals, and discussions regarding their exit strategy for permanent housing commence at the intake stage. All services are tailored to individual needs, with goals set by each participant for their household. The only commonality among all is the safety rules and expectations that apply to everyone.
While there will be only 46 units after the renovation, rather than 52, the project is reconfiguring the space and merging the smallest very tiny units into the adjoining ones to create large rooms that can serve larger sized families, which is a community need. It is also adding “lock-out” doors between 9 pairs of smaller units so each pair can be used separately or be opened into one unit for a family. The total maximum capacity will remain about the same and we expect to serve about the same number of individuals annually as before.
